A cozy, budget-friendly beef-and-veg bake with a rich gravy and a golden potato topping.
Step 1: Heat oven + prep beef
Preheat oven to **160°C (320°F) fan / 180°C (350°F) conventional**. Pat beef dry (helps browning). Toss beef with **flour, 1 tsp salt, and ½ tsp pepper** until lightly coated.
Step 2: Brown the beef (flavour builder)
Heat **1 tbsp oil** in a large ovenproof pot (or deep pan) over **high heat**. Brown beef in **2–3 batches** for **3–4 minutes per batch**, turning until you get deep brown edges (don’t crowd the pot). Remove to a plate.
Step 3: Sauté aromatics + veg
Reduce heat to **medium**. Add remaining **1 tbsp oil**, then cook **onion** with a pinch of salt for **5 minutes** until softened and starting to go golden. Add **garlic** and cook **30 seconds** until fragrant. Stir in **carrots** (and **celery**, if using) for **2 minutes**.
Step 4: Build the gravy
Add **tomato paste** and stir for **1 minute** (it should darken slightly). Pour in a splash of the stock and scrape up the browned bits from the bottom (that’s flavour). Add remaining **stock**, **thyme**, **bay leaves**, and **Worcestershire** (if using). Return beef (and any juices) to the pot. Bring to a gentle simmer.
Step 5: Slow bake
Cover with a lid (or foil) and bake for **1 hour 20 minutes**, stirring once halfway, until the beef is **tender enough to cut with a spoon** and the sauce is glossy and slightly thickened. If it looks thin, simmer uncovered on the stove for **5–10 minutes** to reduce.
Step 6: Mash the potatoes
While the casserole bakes, boil potatoes in salted water for **15–20 minutes** until very soft. Drain well, then mash with **butter** and enough **milk** to make it creamy but still sturdy (so it holds peaks). Season generously with **salt and pepper**.
Step 7: Assemble + finish baking
Increase oven to **200°C (390°F) fan / 220°C (430°F) conventional**. Spoon mash over the beef mixture, spreading to the edges (helps seal in the sauce). Rough up the top with a fork for extra browning.
Step 8: Bake until golden
Bake uncovered for **20–25 minutes** until the topping is **golden with browned ridges** and the edges are bubbling. Rest **10 minutes** before serving (the sauce thickens as it stands).
