Lean ground turkey and protein-rich quinoa are baked into sweet bell peppers with a veggie-forward tomato sauce for a high-fiber, nutrient-dense dinner that still feels cozy and hearty.
Step 1: Heat oven & prep peppers
Preheat oven to **400°F**. Slice the tops off the bell peppers and remove seeds and ribs. If needed, shave a tiny bit off the bottom so they stand upright (don’t cut through). Arrange peppers cut-side up in a **9x13-inch** baking dish.
Step 2: Par-bake to soften
Add **1/2 cup water** to the baking dish (around the peppers, not inside). Cover tightly with foil and bake **15 minutes** to jump-start softening so the finished peppers turn tender, not crunchy.
Step 3: Cook quinoa
While peppers bake, bring **2 cups broth/water** to a boil in a medium saucepan. Add **1 cup rinsed quinoa** and a pinch of salt. Cover, reduce to low, and simmer **15 minutes**. Remove from heat and rest **5 minutes**, then fluff with a fork.
Step 4: Sauté the veggie base
Heat **1 tbsp olive oil** in a large skillet over medium-high heat. Add onion, carrot, and celery. Cook **6–8 minutes**, stirring, until softened and starting to get a little golden at the edges. Add garlic and cook **30 seconds** until fragrant.
Step 5: Brown the turkey
Add ground turkey, **1 tsp salt**, and **1/2 tsp pepper.** Cook **5–6 minutes**, breaking it up, until no longer pink and lightly browned (a bit of browning = better flavor).
Step 6: Build the tomato sauce
Stir in tomato paste and cook **1 minute** to caramelize slightly. Add diced tomatoes, oregano, cumin, smoked paprika, and red pepper flakes (if using). Simmer **3–4 minutes** until saucy and cohesive.
Step 7: Mix the filling
Turn off heat. Stir in the cooked quinoa. Taste and adjust salt/pepper. The mixture should be moist but not soupy; if it looks dry, add a splash of water or broth.
Step 8: Stuff peppers
Remove peppers from oven and discard any water that collected inside them. Spoon filling in firmly (pack it in) and mound slightly on top. If using cheese, sprinkle **2 tbsp per pepper** over the top.
Step 9: Bake
Cover the dish with foil and bake **15 minutes**. Uncover and bake **10–15 minutes more**, until peppers are tender (a knife slides in easily) and the tops are lightly browned and bubbling.
Step 10: Rest & serve
Rest **5 minutes** (this helps them hold together). Finish with parsley/cilantro if using. Serve 1 pepper per person as a satisfying main.
