Step 1: Brown the beef (build flavour without heaviness)
Heat 1 tbsp olive oil in a large heavy pot (Dutch oven ideal) over medium-high heat. Pat beef dry with paper towels (this helps it brown, not steam). Season with 1 tsp salt and 1/2 tsp pepper. Brown beef in 2–3 batches, about 5–7 minutes per batch, turning until you get deep golden edges. Transfer browned beef to a plate.
Step 2: Sauté the veg base
Lower heat to medium. Add remaining 1 tbsp olive oil, then onions, carrots, and celery. Cook 8–10 minutes, stirring, until onions are soft and starting to turn golden. Add garlic and cook 30 seconds until fragrant.
Step 3: Make the peppercorn gravy
Stir in tomato paste and cook 1 minute (it should darken slightly). Sprinkle over flour and stir for 1 minute to coat the vegetables (this cooks out the raw flour taste). Step 4: Braise until the beef is tender
Return beef (and any juices) to the pot. Bring to a gentle simmer, then cover with a lid and reduce heat to low so it bubbles lazily. Cook 1 hour 10 minutes to 1 hour 25 minutes, stirring every 20 minutes, until beef is tender and the gravy is thick enough to coat a spoon.
Step 5: Finish the filling (keep it fresh and balanced)
Stir in frozen peas and cook 2 minutes. Taste and adjust salt and pepper. Remove bay leaves. Cool the filling for 20–30 minutes (warm is fine, but piping hot filling can melt the pastry before it bakes).
Step 6: Assemble the family pie
Heat oven to **200°C / 390°F (180°C fan)**. Spoon filling into a **deep 24 cm / 9.5" pie dish** (or similar family-size baking dish). Lay puff pastry over the top. Trim edges, then press to seal (use a fork if you like). Cut 2–3 small slits in the centre for steam to escape.
