Step 1: Make the savory beef filling
Heat oil in a large skillet over medium-high heat. Add ground beef and cook, breaking it up, until well-browned with some crisp edges, 6–8 minutes. Sprinkle in a pinch of the salt as it cooks to help it brown.
Step 2: Build the flavor base
Add onion and carrot. Cook until softened and sweet, 5–6 minutes. Add garlic and cook until fragrant, 30 seconds.
Step 3: Thicken into “pie filling” texture
