Step 1: Build the base
Heat olive oil in a large skillet (12-inch/30cm is ideal) over medium heat. Add onion and bell pepper. Cook, stirring occasionally, until softened and lightly golden at the edges, about 8–10 minutes.
Step 2: Bloom the aromatics and spices
Add garlic, cumin, paprika, and chili flakes. Stir until fragrant, about 30 seconds. Add tomato paste and cook for 1 minute, stirring, until it darkens slightly (this deepens the flavor).
Step 3: Simmer the sauce
Pour in crushed tomatoes, then stir in salt, pepper, and sugar (if using). Reduce heat to medium-low and simmer uncovered until the sauce thickens to a spoon-coating consistency, 10–12 minutes. Taste and adjust salt/heat—this is where shakshuka becomes “wow.”
